The problem is that the current Hoxton has no personality whatsoever. The other three at least have something going for them, but Hoxton could just as well be mute and you'd never know the difference. Hell, him being mute would at least be some kind of defining characteristic. Right now he is literally the most bland character they could have created.

Overkill just removed them from the beta because they caused crashing.
They should make Cloakers bear the logo of the FBI Hostage Rescue Team. It'd make sense because unlike FBI SWAT and FBI Enhanced SWAT*, the FBI HRT are much better equipped and trained full-time, but the team is also much smaller. The FBI HRT also operates alongside FBI SWAT / Enhanced SWAT Teams.
* = How convenient that this exists, it almost fits with the design of FBI SWAT + FBI Heavy SWAT.

I doubt it, Simon Viklund himself says it's too expensive to hire Pete Gold again for Hoxton, and that if you all want him back you have to pay 60$, he said that on a Tweet.
Yeah, it's kinda disappointing, but the thing I hate most is that the new voice actor doesn't sound like he is really into it, I don't like the new voice actor at all, but it could be worse.
