A: No, it will not reset unless something strange happens or you somehow have altered your save file.

Weapons unlocked, not weapons bought.

It means you will only get weapon mods for the weapons you've unlocked - in other words, the ones that are available for purchase/usage at your level.

How about you're in a bus or on a big truck that's driving on a highway and you have to perform some kind of actions on the vehicle while there are cop cars and stuff pulling alongside and trying to take you down?

Well, considering you can hop on the cop cars, and get in the back of the van on jewelry store and stay inside as it drives off, you only get bumped out when it hits the invisible wall. I think it's possible.
Everyone could be inside of the van, rolling down the road with the two side doors open, and then the back doors open as well. Or you can be in one of diesel trucks like in Watchdogs, but a flatbed to allow people more room.

I doubt it'd be very hard to implement the ability to kill people inside cars or make the cars blow up after taking enough damage for one mission.
