I highly doubt that they're going to screw over people who pre-ordered the game from people in RU or anywhere else because what if you had a friend that lived in RU or any where else in Europe and they gifted it to you in the US? Not only would the people that bought/traded for the game be screwed over, legit gifts from people outside of the US to those in the US would be as well.
