I think Vigilante Civilians would be a cool addition. Just have a random chance of a civie being armed when they spawn, and if they aren't intimidated constantly or tied down they'll stand up and attack the gang if they get a chance. And of course killing them wouldn't incur the typical penalty.

I find quite annoying that you can't add decals to masks without changing their default materials.
Most of masks are made of white plastic by default but the white plastic you have in the materials inventory is different and makes masks look less good, mostly by removing dark spots :

Had a pretty good game today.
Probably since the is a flood of new payday 2 beta's given to the Payday Heist owners.
Made some new steam friends that are amazing at stealth considering they are pretty new. Better than me I would say who has had the beta since day one.
The community isn't as half as bad as people make it out to be.
Just got back from holiday and looks like the game got updated, I'm liking the new changes to the menus to make things clearer and the less grindy levelling
it seems my progress got wiped though, is there any point playing now or will there be another wipe on release this Tuesday?

why aren't there any people concealed carrying? shouldn't it be a small chance that it could happen?

Just have a random chance for a civie to be a vigilante. They could attack as soon as they are alerted by you or get down and wait until they've been left alone, then get back up and attack.
