I actually wish this too. Should be by specific numbers in my opinion.
The problem comes when I had to start over, people were kicking me from fucking Four Stores and Jewelry store heists on the lowest level.
Just ran Overkill Rats with all the money bags (but only 3 meth bags) with only 1 down and no doctor bags.

What if there was a random chance that you get to a heist, and there are some gangsters there, not attacking, but just hanging out among the civvies. Then when everyone panics, they pull their guns and the security shoot at them and you and they shoot at you and the security. Or a very rare chance that you get there and some gangsters are already holding the place up, like you get there and there are gangsters there already and the 'time to cops' timer is already ticking?
I dont know I'm confused, I find people say levels like rats and watchdogs on overkill are very hard to do but I always finished them on the first try, no failures at all and they didn't feel particularly difficult and we never really had situations where we were close to losing(with pubbies too)
I'm not bragging, maybe I'm lucky with teammates

I think the best way to make money is the jewelry store. The one where you grab 3 bags. I stash like 5 bags behind a wall and grab every necklace and ring, but I let the escape car leave and camp out until it's back. Also I take 1 hostage in the back room

I found out that rushing to the parking lot really helps if you are in trouble. Throw your bags there and plant an ammo/med kit in between some cars, it should be easier to transport the bags to the escape van as you'll have much more cover than you'd have on the side alleys/main street.

I can't remember who was talking about it; but intimidate isn't broken. You can only have 1 surrender at a time during STEALTH. Once the alarm is off, you can have multiple.

This makes the skill almost no use, allowing you to only get rid of 4 guards instead of 3
often missions can have more than 4 guards
I've taken to joining people's four stores games where they're waiting for safes and just sawing open the atms for them
they stay waiting for the safes

Just stealthed all four stores at once on Overkill. Feels great, except for the huge loss of money (100k).
