I remember how making cops surrender during downtimes in the first game would often require them to face straight ahead and wander around looking for somewhere good to kneel. For masterminds in the second, it's yelling nonstop to see if they'll actually stop fidgeting and give up or the AI is just having a mindblank and will blast you in the face with a shotgun a moment later.

They either: 1. Kept running around and then open fire on you without warning. 2. Kept running around and then suddenly snap to the 'cuffed' animation. (only if you kept yelling at them, otherwise they went to #1) 3. Put their hands up, drop weapon, get on their knees, and handcuff themselves. (ironically the rarest of them all, with stubbornness and broken AI / animations being far more common)
They really just need to add a hud element for surrendering cops.
I also think they should add a cleaner cost for shooting cops that have surrendered. I've seen teammates walk around and just execute the cops that have surrendered because they want to be jackasses and there is no penalty.

They don't check to see if it's cuffed itself. From a split-second perspective, it could be crouching for all they know. This is why making Dominator a more action-based skill is dumb, and they should at least increase the number of cops you can cuff in the stealth phase.

Don't friendly cops get a green outline? Why not stick that on surrendered cops.

Also ho boy the beta is so good, way better than The Heist, gunplay is enjoyable, tho cash income is a little too small tho, and I keep unlocking stuff I can't use or don't want to gonna buy this game now [editline]fart[/editline] done

There's a lot of major changes I want in the full version, and each of them I doubt will happen. Level select system, attachment storage, fix all dese invisible walls... I doubt such things will actually happen though.
The only negative thing which I am going to say is that everything costs far too much to buy, (guns, attachments, etc.) Besides from that the game is actually pretty fun. Also a quick note to anyone who hasn't already noticed, but if you have Payday 1 in your steam library then Payday 2 Beta will also appear in your steam library, up until the game is released.. Which is in five days (for Australia.)
