Just ignore them. Usually there's someone else who doesn't want to be bothered with overdrill so it just wont happen.
What's even worse is people doing overdrill without knowing shit about it. You have no idea how many times I got kicked for shooting a camera I could actually shoot without ruining the overdrill.

Maybe some kind of special forces?[/QUOTE] well I guess local police forces also come, and FBI appears to be the "Heavy SWAT" in this game, which is more true to reality (one video had "FBI SWATs") the black mask I'd be guessing is SF, so cloakers and stuff.

Then suddenly right near the end, there's like half a dozen tasers and a couple shields, all in the same wave. The fifth (and possibly final) level may be the one that contains Bulldozers.
I figured it was different security forces that operated in the area, so normally you'd just have cops, and then you get heavy SWAT, FBI helicopter teams and whatever the 3rd one is depending on if they're in the area of your heist.
So far I haven't seen any Cloakers or Bulldozers (except that one picture of a Bulldozer awhile ago). They seem to have changed the Special's purposes, instead of being something that takes down solo players (Very L4Dish, which they are trying to distance themselves from), it seems Special Units are now there as part of a late-game strategy to put pressure on the entire team.
Also as a side-note, I'm not sure what difficulty these guys are playing on, but have you guys noticed that once your shield goes down to 0, you can easily get taken down with about 6-8 shots? That's pretty much Overkill difficulty. Could this be a result as to how enemies are handled now? Like how they go from simply SWATs to FBIs, Choppers and special units and such?

I was assuming they had organized the specials into a coherent unit this time instead of just randomly thrown about.

If I got Payday 1 now, is there still enough time to get the majority of it's enjoyment out of it before 2 comes out, or am I better off saving a little more and preordering 2 instead

Payday 1's community is pretty dried up. Though the first game is still fun as ever, so if you can spare the money, go for it.
