Tier 6 Ghost skill. After bagging a security officer, you can put on their outfit for an even deeper disguise.
Also, Enforcers confirmed skill: Able to use Primary Weapon while downed.

The fact that not all missions can be stealthed is really gonna undermine if I wanna be Ghost or not.
He mentioned how friendly fire was "off", implying FF might be on in higher difficulties.
Planks are able to be placed on fences.
Coke can catch fire and be destroyed. Destroyable trucks.
Overkill pre-order red dot sight shown on secondary rifle. "I [highlight]bomb[/highlight] Payday"
Buy better drivers to arrive earlier.
Enforcers can run with loot bags and drop stuff faster.
Masterminds can carry 2 doctors bags (maybe 2 ammo bags?).
Bulldozer has a newer, more green, less silly model.
Ammo is more of a scarcity than in Payday 1.
Afterwards of truck job is the docks.
Able to join mid-game.
New sentries are fucking adorable~.
Vocal sound build-up until assault, very high pitched.
Greed choices: Stay and wait for the boat to come back for more bags, or go to escape helicopter (similar scenario to bank deposit boxes)

Some of those things you listed are even in Payday 1 :v:
Anyway, damn I love the look of how those guns feel with them wobbling all over the place while you shoot, and I love the fact that they seem to have sonic cracks and distant shot sounds in there too. Really adds to the atmosphere!

When they first showed the Jewelry Heist, all the extra bags we're like $250,000. And originally the bags of Cocaine in Watchdogs were a hundred grand a piece. But now they're 10k each. So I assume they've really re-done the whole price system. I was really looking forward to stealing like 4 mil on the one Jewelry run.

I'm guessing the higher pricetags were there so customizing and buying new attachments/weapons would be easier for the earlier builds.
I could be wrong though.
Counterfeit, finally got another opportunity for the C4, we were all players with +100 levels. What could be go wrong? Exactly! The player who never listen, me and another player level 193 had the crowbar, we told him to wait before opening, he opened the door anyway, C4 activated, we didn't had enough time, C4 exploded and once again we failed. It looks like I can't even trust high levels players.

I'd presume he's a player that grinded on the Overdrill Vault to reach 193 without actually gaining the skills necessary to play well.

The developer didn't mention it. It was the interviewer who did. (Who obviously haven't played the first one.)
