It can be very useful for stealth. It's one of those things, that yes it can be annoying. But other times it'll save you. For example I accidentally shouted through a wall while collecting loose cash. The civilians payed it no attention.

If restarting the game or steam does not work, change your download region that should fix it ( Did for me )
also its like overkill doesn't understand how the idea of a button labeled do not press works
if you hype that button enough saying "god dont press it pls dont press it"

I was doing that earlier, there were a bunch of gold bags around my feet. I had one on my back too. I was opening the door and there were four+ of those armoured guys. I threw the bag at his face and ran away.
