I doubt they were slacking too, but they promised more than they could deliver, and the promise itself was pretty deceiving. They included 4 versions of the same thing (and a 5th as part of another heist), as well as all the heists being much much smaller than before (which I expected, but I thought there were going to be some big ones down the line). Not only that, but there is lack of variation compared to Payday 1, which is also a great shame. And now, we're reverting to another patch because the one they introduced had game-breaking bugs in it that they didn't catch until afterward.
I hate to say it, because I loved PD1, and I supported them all the way through the beta (even when they were being unreasonable). But Overkill [I]really[/I] dropped the ball here, and they're having a lot of trouble trying to pick it back up. Their damage control leaves something to be desired as well.

I'm disappointed with the lack of a casino heist. I hope they add one in the future and it would be an even bigger level than what we're used to. I also hope we get some heists that take place outside of America.
This game can be such a piece of shit at times. On the jewelry store heist, a guy miraculously was placed out of the map boundaries and couldn't get into the escape van. Great patch overkill!
It's probably never going to happen, but it would nice if the planned season pass was given free to those that got the Criminal Career Edition

Apparently the update broke the game and they reverted it back. 2 gigs and nothing really to show for it (except the 10% discount for CCE purchases.)
