Probably. It means that if you convert a cuffed guard during stealth and kill him, you can cuff another.
It basically returns it to how it was originally, except you can't keep the cuffed guard as a hostage anymore and if you want to cuff more than 2 you'll have to kill your convert.

Unless I'm mistaken, doesn't that mean you could just kill every guard on a level without having to manage pagers assuming you do it 1 by 1 and convert/kill them each time.

I wouldn't say he's "bad" at it, but cuffing guards and not raising suspicion for it really did help you out on stealth attempts.
I'm just curious if you actually have to convert a guard for their pager to be removed or if simply intimidating them will work. It would stand to reason that if you've got them to cuff themself, you could simply take the pager from them.

Cuffed guards shouldn't be suspicious, if I saw a guard handcuffed in a dark corner I'd just think "Maybe he's into BDSM" an walk away
I always used Dominator as a last effort kind of thing, if I get detected by some guard on Firestarter day 2, but now that they actually notice that shit, I guess Dominator is now in collision with the Mastermind, because of this:

Except Framing Frame now got 8 guards, 7 patrolling and one in the security room, so that's out the question.

Although I bet you could still trade in intimidated guards in stealth, that's really silly. You can hear the guy outside yelling "WE ARE WILLING TO DO A HOSTAGE TRADE".

So why is there no rain in any heist?
I mostly hated the green bridge because of the AI, but it made me feel like a badass sometimes.
They should seriously port PD1 heists to PD2. When it comes to overall objectives, they're far superior to PD2, we only need the better gunplay and no AI aimbot
So I was just about to finish Framing Frame on Very Hard, when my connection broke down and I didn't get a fucking cent. And this has happened 3 times today.
