you need to run to the escape as soon as possible and cuff the 3 civilians that will always be standing around there
I'm actually like 110% sure ecms don't block lasers because I was doing it last night and I put an ecm down to see if I could rush through and get the guard on the other side. The alarm triggered when I stepped through them.

Unless it was changed in a recent update they definitely don't
The thing that kinda bothers me is how during the beta and the first day of launch, everyone was saying "oh man, Payday 2 is the fucking best game ever" and recommended it to their friends since the game leaves a really good first impression, but once people played the game for a bit longer after launch, they started to realize that there wasn't really much content.
Is it just a coincidence that the max level during the beta was 30, AKA the level that unlocks the last heists? I feel like they frontloaded all the content into the first 30-40 levels in order to ride off the marketing hype, then they just kinda shrugged their shoulders and said "whoops lol, guess you'll have to wait for the DLC" once people actually got into the mid-section of the game and realized there was nothing else. I really hope that isn't the case, because that would be incredibly fucking shady, but I'm starting to wonder about them

everyone loved the beta because it was a really good beta

Probably because they hyped it up as being just a small amount of content compared to the full game. I'm pissed that there aren't any more weapon unlocks, that's one of the major things. Well, that, and the beta files suggested a much, much larger game than we actually received.

At least for me, the heists in Payday 1 had insane replayability, that's what I miss

Payday 1 also had those hard as hell achievements, those were something you could strive for and gave more length to the game; 2 is missing even those
I like to give myself a challenge from now on.
Suits only, sidearm only, loud all the time, no revives, shit like that.

I can get 50 hours out of a game but if I was only getting roughly 60% of promised level content with some of it being PHYSICALLY THERE but locked away in code, I'd be pretty miffed too.
I'll be honest, Overkill are being really shitty with this whole "missing content" situation, and if I hadn't purchased this game with TF2 keys using stuff I had and got it for free, I would heavily consider asking for a refund.
