Whether or not the content is finished is besides the point. Pre-release, they went out of their way to say that there would be 30 maps between 17 heists.

Didn't someone on the last page say that "Election Day" is fully playable and there in code, but is inaccessible through normal means?
Overkill may not be the best at doing PR but I think you're all being overcritical with them
They mentioned they wanted to add new content fo free and they already did so in payday 1 so you don't have a reason to doubt them about that. Plus I have no reason to believe they won't do what they did with PD1 and allow players to join dlc heists even if they don't own them (and the lobby system kind of requires it)

I don't think so at all.
The game lacks refinement and balancing, the last patch completely fucked over the difficulty level.
Weapons need more balancing and mods need their descriptions correcting eg. exotique reduces recoil yet its described as being a visual thing only.
[B]Cloakers are missing due to "gameplay issues"[/B].
Steam store page said [B]17 HEISTS[/B] when pre-ordered, we only got [B]10[/B], this is a violation of Sale of Goods Act (UK), Fair Business Practices Act (US) and Fair Trading Act (US) however they quickly amended the store page on release to no longer states this so gg overkill.
Code clearly shows additional heist names which clearly were intended to be included in the game eg. Casino, the rest are either PD1 converts or new heists.
The fact they had to add voices to bulldozer, shields and tasers shows how unpolished the game is, this should have been here on release.
Crime.net filter, again another thing should have been on release.
Almir's announcement about the game being unfinished and the release will be a half-finished product, future patches will include content.
Almir's post now stating the game is finished and the rest of said above content is now ~DLC~.
Unfinished product, content kept behind locked doors to resell for more money, short as shit beta period, constant developer contradictions in announcements and posts, [B]NO CLOAKERS[/B].
I'm not buying another Overkill product again if this is how they handle their releases and break sales promises.
TBH as someone who didn't follow the development of this game at all considering I didn't even care for (or like) Payday 1 I don't know why you guys are complaining
More heists would be nice yes and less recycled ones would be good but honestly for what I paid ($30), 10 unique heists is pretty good in my books. Its about what I got out of L4D and that game was $50

If you did not play Payday The Heist, then you don't know what made everyone so excited for this game, and why hundreds, if not thousands, are disappointed.

I followed the development pretty closely and I can't say I really care.
It's a fun game, I've gotten a total of 100 hours out of it since beta and had some great times with friends. I'm getting more value out of PD2's $30 pricetag than I do out of big $60-80 games.
Developers lie and try to sell their games (Skyrim's infinite quests lol), this doesn't make it excusable, but it's not even close to surprising.

I'm just saying from the perspective of someone who paid for, played and enjoyed Payday 2 for exactly as it is without any outside bias, I don't feel "ripped off" with payday 2 at all.
I can understand how they dropped the ball compared to the first game in some aspects but when you view Payday 2 for what it is, it really isn't a "bad deal" at all and I've had a ton of fun playing it. Not even at level 40 yet, but then again I've only played it for a few hours every other day with friends or pubs so its not like I've massively burned myself out on it.

This is also an unfounded lie, there is no evidence of anything being ready to use and playable, a couple lines of code does not mean they're nowhere near completion. "Someone said you could play them" does not count as proof of that.
Did they not manage to finish them in time and decided to cut them? Likely.
Does that mean they purposefully held them back to sell as dlc? No.
Again this just goes to show overkill is not being 100% honest about the fact they released too early, nothing more

I agree. But it was a lot more play able.
It didn't have the whole mods, attachments, masks and all that snazzy stuff that PD2 brought, but still..
The level designs were far superior. The initial bank that everyone plays had an easter egg, where if you stood in certain areas, or pressed certain buttons, you could unlock a secondary part of the bank, for more money.
I mean, I could go on about PD1's levels, they were just great. You could replay them and still have a decent amount of fun.
Also, if you waited in the lobby room, cloakers or SWAT would repel down through the elevators, and drop in on you.
It was decent for what it was.

That line and word alone states the DLCs are NOT part of the free content/updates. The wording clearly states it. If he meant to state the DLCs will be free and included later on then he worded it completely wrong.
If Payday 2 were Steam PC only release then delaying it probably wouldn't been hard decision at all, but having already set release date for PS3, Xbox 360 and PC it would have ended up being quite tricky.
Or how should I really know how that sort of stuff works but that is what I think.

We played normally for like 3 hours and after he disconnected, he invited me and I couldn't join. It says "waiting for the game to respond" or something like that. Goddamnit
Last time I fixed a problem with ingame disconnects by going windowed, but that doesn't work with this problem.

My main issue, out of all of this, is that I'm being lied to. Completely. From the amount of heists being incorrect, to them not having enough time to finish them, to now their statement being that "More content is DLC".
We have [B]Written proof, from the SAME PERSON[/B] that the game is unfinished, but today they're all like "Game's done lol, don't know what the fuck else you want".
The store page straight up says how many heists were to be at release. Stone, right on the Steam Store page for everyone to see. Not only did we not get that number, but we got repeated heists padding out the count, as well as one heist which seemed to be the focus of marketing, which is programmed into the debug menu.
One that deals with the White House, one that's the center of attention of ingame maps in the safe house. A location seen in promotional material from when the game was announced. What the hell Overkill.
Additionally, safehouse customizaton is something mentioned within the first two minutes of every player's experience, leading people to believe that, well, you'll be able to customize your safehouse. Which you can't. This is a failure of conveyance 101, fucking Chekhov's Gun, don't point out something if you're not going to have it available.

and the other 4 have absolutely trivial differences via randomization, leading to the same heist with 1 room in a different place.
if dynamic heists were actually worth they could just a have a single Bank Heist and let the randomization handle vault content,geometry,guard placement etc etc
