Well it's theoretically possible, you just aren't supposed to. That's why they programmed it so that [I]anything[/I] calls the cops, be it gunfire, or the gangster's telepathic link to the police station.
I always hoped it was a bug or a stopgap, and that they would implement proper stealth when they had the time, but that answer seems to confirm they won't and never will.

Actually its closer to a tenth of a second if they see you. A half second or so for if they see a body. It can be weird. Also not possible to storm the FS hangar. Minute one sees a body they'll all set each other off. You have to watch their patrols and kill them as they leave sight of each other. For the hangar itself you'll have to shoot all 2-6 without them seeing each other as well. Its possible but hard.

You know what my dream for gangster stealth missions would be? Have certain gangsters with cell phones. If you fuck up so that one with a phone is alerted (easy, since gangsters are trigger happy [I]and[/I] always overwatching each other), he'll try to call for backup. If he does, many more gangsters show up and act as the first Assault wave (only difference is it won't say "POLICE ASSAULT" at the top). Once that wave begins winding down, the SWAT arrive in response to the huge shootout, and begin their own operations.

I want to see harder stealth missions. Much harder ones. Stuff like having two guards at the same door with only one entrance. Requiring team work to do stuff. Check ins and such every x minutes. Right now its very much a waiting game. To stealth firestarter I take 15 minutes because I have to wait for guards to wander into the back, kill them, hide the bodies. Examine the guards who's patrols don't venture into the back, shoot them one by one until I can deal with the hangar. Then I watch their patrols, then take them out one by one making sure to avoid them seeing each other die.
It gets kind of funny when you shoot a guy at the top of stairs with a guy facing away from them at the base and he doesn't even realize his buddy is dead.

No, the reason Cloakers are still not added is because their AI is pretty shit. They can't decide if they're supposed to shoot or kick you so there are instances where they just stare at a you until you kill them.
Not to mention that their pathing is pretty shit too, they easily get stuck on level geometry.

Goddamnit I miss my Beef mask. I'd have it back by now if SOME GAME would stop giving me piss yellow colors and fine wood materials (up to fucking 7 at this point). I have pretty much everything needed for it, the Outlander mask, chrome blue material for the star background and the infamous red/white colors for the stripes, but god forbid I get the one nation under god pattern to drop.
