Seriously, on a very hard Overpass escape mission I've dealt with around 8 Shields AT ONCE, and I had like 10 Tasers total spawn during a Park escape. I've seen 4 Bulldozers at once on Watchdogs Day 2 on very hard, but on Overkill I rarely see Bulldozers at all.

There's your problem. Shouldn't have more then two people in the vault at a time. If you had some people outside you could have popped some of em before 5 stacked up outside.

You know, it's kinda unfair to have godlike double barrel shotty and awfully weak semi-auto shotty at the same time.
Balance between the shotguns is very bad. I hardly see any Enforcer using something other than Mosconi and Loco.
