I don't know if that is entirely the case to be honest. The room to it has one of the speaker boxes like the rest of the safehouse, but you can't activate it. Remember, when you first visit the safehouse, Bain makes a comment about how the safehouse isn't much, but eventually he'll let you furnish how you want. Maybe the offshore account is for that.

The first time i went in there it played a sound file but i ignored it, then went back to the button and nothing. assuming its a full release feature

And that's something I'm not really fond of, you "find" a material or color from a payday, but you need to fucking spend an unheathy amount of cash to actually apply the goddamn thing.
After applying materials, patterns, and colors to a mask can you remodify the mask or do you have to sell it and you lose the base mask forever? I don't want to modify my skull mask at all since I am afraid of that.

All mask customizations are final. Not sure who thought that would be a good idea.
