They have no way of knowing who actively sought out people spawning money and who unwillingly had it dumped on them by a magical teleporting cat with a minigun.
Aside from reports (which are unreliable) and firsthand account or admission (which are also unreliable), it is impossible to tell.

My Logitech F310 works perfectly as a 360 pad. Install the right drivers and switch it to Xinput, and I'm sure just about anything will work fine.
I know someone who plays PC games with a WiiU pro controller, including this one.

It'd be better to just say "Fuck it" and let those who got money willfully and unlawfully keep it but not punish those who had no part in it. Then you just actually make sure you've got anti-cheat on your wannabe MMO.

For the record, MTA is way better than SA-MP in terms of stability and extensibility. Rumors say are laying low, documenting the binary files awaiting to see how Rockstar reacts to all the mods. Something is definitely coming though.

People who took it willingly are more likely to be repeat offenders if another exploit appears. My guess is that anyone this is a one-off offense for will have record of it expunged from their account before long, and those who do it again will be on strike two.

I'm not defending them, not by a long shot (the move they made had FAR too much collateral damage), I'm trying to determine why they thought this would be a good idea.

I wish there was a way to enable action replay permanently, I always forget to enable when playing and so when something cool happens I can't capture it.

This has nothing to do with "cheaters and griefers". Ever played MTA? That MP mod was all about user created content. People played (or play still) gamemodes ranging from RPGs to DayZ clones.

Your post makes it sound like you think the people spawnkilling you with unlimited rockets somehow represent the modding community. That is wrong. Besides, it's Rockstars fault completely that you even encounter these "griefers". They separated the trainer users from the vanilla folk in IV. In V they haven't bothered (in their defense it's still pretty early on)

Yeah, that happened after like 8 patches in GTAIV in the span of like 2 years.
