Will lieutenants be selected based upon specific criteria? Or entirely by crew staff discretion?

Just had my first FAPS experience with 'Tchapm12' after being accepted (thx zombie), and it was pretty fun - but was ended all too short by inevitable connectivity issues - sorry man if the heli I was piloting fell and killed you when I disconnected. We had a 4 star cop chase through the mountains which eventually killed us when my car got set on fire, but I found him again with my chopper, we robbed some stores and then went to get some masks. Yo, what's up with GTA5? Before it never used over 60% of my CPU. Now it's going up to 100% and choking. Was there a new patch recently?
