More or less that. Nuska just came from probably like 200 hours of working on skyrim's faces from scratch.
When it comes to face construction and animation there's really just the right way/s and the wrong way. Oblivion's default faces are the wrong way.

They look less like potatoes.... but they're still pretty awful.
The human faces looks alright, but the beast races were fine the way they were.

The argonian are much more believable, and the human are beautiful!
The Khajiit need tweaking tho...
i don't want the 'human' to look 'beautiful'. i want the 'human' to actually look like a person.

I mean beautiful as a model, not as a person, bottom right is ugly, but the model is very good, you see what i'm saying?

Personally I think the Argonians look rad as fuck now.

They look ok in that picture.
I guess they just look weird directly from the front.
I still like the originals better.
the colouring for the argonians is pretty bad.

I think the colouring is v. good, the horns don't seem to be done yet though.
The human characters look very good, the new meshes have a look which makes the terrible proportions of bethesda's character designers' creations seem like an artstyle rather than a fuckup.
Khajit look bad otherwise it's great.

I don't think the maker has edited any face data, he's just made some pretty rad new meshes. The breton is probably just Bethesda's fault.

The only thing that throws me off is the profile of it, it looks more like a jawline/muzzle of a dog than a lizard

TNR if you can't wait for that new Oblivion Face overhaul Nuska there is working on. XEO is impressive work, yes. But unless you like your game looking like an anime, and your Argonians ruined it's not that good to use. Comes down to preference, really. As for mod lists, you don't have Gems with Oblivion, but rather individual's mod lists, one I can link here is one of stealth mods, but there's most likely others for other aspects.

Actualy, i can't bring myself to play oblivion/skyrim anymore. I've essentially 'completed' it. I mean i haven't caught all the butterflies in skyrim or grabbed all the nirnroots in oblivion. I haven't destroyed the dark brotherhood in skyrim and there's a few alternative endings to quests that i haven't done...
I'l wait for the next Elder scrolls game to make such a mod (or maybe do such a thing for fallout 4.) though you can all feel free to make your own.

The DLC, on the other hand is debatable.
I can't really judge, since I only made it halfway through Dawnguard before running into a bug that prevented me from going further.

On nexus:
- Glorious grasses (435 endorsements and 26,876 downloads at this moment)
- perfect perks
- no redundant perks (both overshadowed by the other perk mods available at the time.)
- Dwemer spectre for morroblivion
Nothing complex up there . i've made Quite a lot of personal mods and some half made ones too. Mapping, items, ai, npcs (other than dialogue) spells, textures i can do. I can't model,script,animate or code. I also don't have anything to record my voice with. I'd happily do work if i had some motivation other than to shut someone up over the internet.

Would be amazing if someone made a mod where skyrim would get massive random thunderstorms which flood the low level towns, combine it with tropical skyrim.
