The problem isn't vampires, the problem is this version of being a vampire both breaks lore and is pretty much a state of being with zero downside other than feeding issues. It's both completely overpowered and makes you wonder why vampires haven't taken over everything.

the ghosts look really stupid and out of place and the voice acting from what I heard sounded pretty bad but overall it looks like a pretty good mod.

Yeah is there a significance to the the ghosts? I'd just replace them with robots with different eye/crystal colours.
Question: how the fuck does this enb stuff work? I downloaded the one off the nexus and copied it all to my skyrim folder but nothing looks different. I have no idea what I'm doing wrong.

Did you get the d3d9.dll from the enbseries site? You are not allowed to have that file on Nexus sites.
it came with the mod I downloaded from the nexus and I placed it in the same directory as the executable

Skyrim vampires are pretty terrible though. Sure you can get vampire lord in Dawnguard but all vanilla vampires get are some terrible once a day spells. Not regenerating health and stamina during the day is a pain in the ass too.

The d3d9 isn't really supposed to be in there, but oh well. SHIFT + F12 is the toggle.

is there no daylight fire for vampires like in oblivion?
I liked having to work harder to blend in as a vampire on Oblivion. It added to the sorely missed RP aspects to this RPG. Not to mention I kinda liked the flipped idea behind vampires, was very interesting when you first played the game.
Having to seek out seedier places to actually talk to people, and those brilliant vampire lair mods, plus my own creations made quite a decent underworld for any of my "evil" characters. Just wish I had uploaded my mods so I could play them again.

Sort of but not really. Your attributes (ie stamina magicka health) take a beating to their capacity but you don't take continual damage, so at high levels it's pretty inconsequential to walk around in daylight since your attributes are so high anyways.

attributes also stop regenerating, you can run out of magicka and stamina and be left helpless if you don't carry litres of potion at all times
still not as cool as burning to death, but it's a little more detrimental than people make it out to be
It's not that bad if you've played a lot of Daggerfall or Morrowind. That's just how stats were back then.
Skyrim sure picks the absolutely weirdest times to send a dragon after me. Down in Winterhold, enrolling in the mages' college and in the middle of the dialog, "EYRRRRRR!!" as it breathes fire. That was rather odd since all the other ones usually breathed ice. Is there some sort of organized interval of time when dragons comes. Next question, are the supplies of Dwemer parts to make ingots limited?

Not entirely sure how dragon spawning is determined, but I do know that they're much more likely to show up if you fast travel or use carriages.
Pretty sure the dwemer scrap metals you use to make ingots will eventually respawn when the cell they're in resets after 15 ingame days of not being loaded. Even then, merchants will have dwemer ingots sometimes so the supply is technically unlimited either way.
Vampirism in Skyrim just reduces your regeneration for each attribute by 100% in exteriors from 7pm-5am. But that -100% can be negated with enchanting and blessings, for example if you have The Lady stone, you'll regenerate Health and Stamina back, albeit 25% as fast as the normal rate.
With Necromage, Seeker of Sorcery and various enchantments (like the Ring of the Erudite you get from a vampire quest) you can easily bring your attributes back to regenerating at 100% during the day... and then 200% at night.
