Did you turn HDR on and anti-aliasing off ?
Ingame use maj+enter to access the settings menu and see if it isn't something in here (turn off "use effect" to see if it's ENB, or just your game).
Make sure you downloaded the right version.
Is there anyway I can turn off the bloom/hdr/whatever it is that causes me to be blinded with light/dark when the light levels change very slightly, but without using an ENB if possible? I don't trust myself to install one properly.

There is literally no way to screw up with enb.

Yeah I've checked both wrapper and injector versions and both get a black screen when I turn UseEffect on.
HDR is on, Anti-aliasing is off.

Try to download a configuration from the nexus, namely [url]http://www.nexusmods.com/oblivion/mods/44146[/url] this one. It's a slightly improved version of the base ENB, see if that works.
And I advise you to turn depth of field off.
And fucking Bethesda can't do shit right. I used my skyrim cd from the anthology (which came out WAY after all updates for skyrim were released) and I somehow still have to download 5 of the 11gb of game from steam, instead of installing them.

Hate to be late to the conversation, but it's stated in-lore that after the first near extinction of the Dragons Tiber Septim offered the remainders protection in exchange for their fealty, and apparently the Akatosh Chantry keeps dragons in their sacred groves. Also, there are apparently legends of Dragons making deals with other races in exchange for protection. In summary, they're not THAT proud. They may be a bit more confident now that they've returned to pre-dragon-war numbers, but without Alduin and with the threat of a new Dragonborn, they might have to go back to making deals for protection again.
Anyways, is there a version of MGE that's compatible with the Steam Overlay? Last time I heard, it wasn't.

I set headbob down to 10-15 if it's not already below that point.
I fucked myself over in Oblivion.
Made a character, did a bunch of side quests, completed Dark Brotherhood and Thieves Guild quest lines.
Now I'm level 17, and have no practical combat skills since I was either sneaking, or crit killing if I decided that I would attack, and since I never needed armor but instead preferred sneaking I've been wearing the Black Hand Robe and Hood the entire time meaning I have no light armor skills, nor light armor to use.
So I decide go to do the Kvatch Gate of Oblivion, and it totally wooped my ass because of those Deadra dudes summoning Deadroth.
Now I'm stuck fighting bandits until my combat skills are up to par D:
While we're still on the topic of Oblivion - here's an incontrovertible improvement on BethSoft's half: we're no longer having to hack in our own heap and hashtable implementations, disable critical section discipline, and force the runtime to sweep out caches regularly (this being an improvement on "significantly inoperable so as to require modders seek relief") in order to get sessions greater than an hour out of a game. You'd suppose things'd've only improved from Morrowind - and the fact that a great deal of attention's being paid to OpenMW does suggest that Morrowind-bryo scales considerably worse as we throw in more to tick and render (although its stability is *tremendous* when a cranked-up MGE install's delivering a suplex to a rig built a decade after the fact.)

Stahlrim armor is the shit, you actually look like youre meant to be in Skyrim unlike the iron armor/steel armor that have exposed body parts. They work well for the southern part of the continent, but look like they would do jack shit in the northern areas.
Nordic carved > stahlrim > steel plate > dawnguard heavy armor > ebony > iron > steel > dwarven (the boots on it are hilarious and make your feet huge)

Just saying. there's an obvious design flaw when your armor can be melted by anyone with knowledge of a basic fire spell.

Wow so MO is an even bigger piece of garbage than NMM because it doesn't even works with FNIS.
The way it somehow installs all mods outside of the base skyrim directory (for some fucking reason) makes it impossible to run FNIS properly because FNIS doesn't actually find any mods to patch, and if you do try to run fnis from MO, then there are errors all over the place because it cannot find files since it's trying to find them in the original skyrim folder, where there are no mod files since MO installs everything god knows where.
