No, I'm certain he has said before that in terms of the amount of content, they wouldn't be going much higher than in Brawl. This was before the game was shown at all, and if I could remember where I read it, I'd post a link. Maybe I am completely wrong, and I'm just misremembering something, but I'm certain he has said there wouldn't be much of an increase.

Same characters on both versions. It's just the stages that will differ between console
Indeed. The stages will be more closely relevant to what has appeared on a given console series in the past (ex, Skyward Sword stage on WiiU, Spirit Tracks stage on 3DS)

There is no crossplay. The connectivity between versions will take some other form. though it's not entirely clear exactly what form. I believe it's something to do with customizable characters being transfeered from 3DS to Wii U.

All right, let the master of Sakurai quotes get in on this. So, in summer of 2012, Sakurai spoke with Nintendo Power about the upcoming Super Smash Bros. games. This was shortly after the release of Kid Icarus: Uprising, before any major work had been done on SSB4.

Taken at face value, it sounds like Sakurai is saying that it'll be impossible to incorporate more than 35 characters into a Smash Bros. game. However, there are a couple things you have to take into account:
First: Namco-Bandai is helping out with SSB4. Sakurai has a much larger staff at his disposal than for the previous Smash games. A bigger team naturally means a boost in productivity. It goes without saying that they'll be able to produce more characters than before.
Second: Sakurai won't be the only one balancing the characters any more. He used to do it all on his own, but now he has some of the best in the business there to help him.
Third: Balance patches are a thing now. While Nintendo isn't known for rushing a game out and fixing its problems later with patches, they don't need to iron out every single detail before release. As long as there are no glaringly overpowered or underpowered characters, they can fine-tune the game post-release.
Also: I would like to think that WFT's existence means that they have plenty of space to fill on the roster, so they decided to have fun with it. That's just a very optimistic guess, though.
Besides: Do you really think Nintendo is going to let Sakurai get away with the same size roster as the previous game?
The incident Flyingman was talking about was mostly unrelated. After the games' debut at E3, Sakurai stated that the games will have the same characters. Everyone over on Smashboards (and some of us over here, too) panicked because they thought that the 3DS would hold the Wii U version back in terms of content, cementing some fears that the roster would be tiny. Then someone on Smashboards shared this:

So, the 3DS won't be holding the game back in any way. It all depends on how long Sakurai wants to spend on balancing/how many characters he has the time to add.

I made a dream roster, I even took the time to position them on the roster specifically, for example, all the villains are next to each other, y'know, except Sonic. (Sorry, I don't like Ridley, so he's not on my dream roster, but that doesn't mean I would rage and flip tables if he was in game)

Jess is an Assist Trophy, and Duster is from MOTHER3, which I personally think didn't do well wouldn't get a rep, the only reasoning behind putting Lucas in Brawl was to try and get more Mother 3 players, Lucas was also supposedly to replace Ness in Melee.
And I'm also kinda hoping that re-do Ness' moveset. You know, so he has moves he actually knows.

But Ness has a really great, unique playstyle that works as a representation of his series and is fun to play as. Paula and Poo would just be too similar, Jeff has some potential to be a totally different character, with all his explosives and item-based combat.
Flint could make a great non-PSI Mother character imo. While he might not have the huge moveset potential that Jeff or Duster have thanks to their unique items, he'd still be pretty interesting; toughening himself up offensively or defensively and being a powerhouse.
Then again I doubt we'll get more than two Mother characters, I doubt they'll remove Lucas (Sakurai doesn't want to remove anyone if possible) and Mother isn't a huge franchise. I expect the same for Fire Emblem except they'll probably get a new character while possibly keeping Marth and a previous fighter (Ike or Roy).

I think there are enough differences between the 3 to have different playstyles.
Poo could use Brainshock, Freeze, Teleport and Magnet.
Paula could use Fire, Thunder, Magnet and Defence down(Would make the next few hits do more damage for a short time)
Ness would have a re-worked to have Flash, LifeUp, Hypnosis and Teleport
Just what I think really, most likely wont happen so don't let it bother you none.
I don't like over representing the same game in a franchise where each game has a large variety of characters. Fire Emblem, Mother, Pokemon etc all have a huge range of characters who are different in each game, it sucks when you include 5 from one game and only one from another. (COUGHCOUGHPOKEMONTRAINERCOUGHCOUGH).
Having 3 PSI users from the same game would be really disappointing. What about all the other characters in the games? What about the other games in general? As a huge Mother and Fire Emblem fan it pains me to see two striped shirt PSI users and two blue haired swordsmen, because it hardly shows off the characters that both series are popular for. Yes, [I]I[/I] might be able to tell they're different characters but for non-fans they come across as too similar.
