Why does he need teeth in the first place? He just gulps things down whole, he's never once chewed on anything. Imagine if Kirby had pearly whites, it's just unsettling.
One of the things that the classic Pac-man design was excellent at was forcing the designers to exaggerate his expressions so they are noticeable. It's not like the Pac-man games were heavy on dialogue, so he was able to pass as a mostly-silent protagonist.
Also changing the pacman symbol eyes he had into a blue iris-pupil combo just looks off. He's now got this little bit of visible sclera that's hardly even taking up any of his eye-socket real estate in the first place. Why invest in changing his eye designs if they're going to just have the iris and pupil take up the entire eyeball anyway?

I think they just didn't want to do a story mode because it's a lot of effort to write it/do cutscenes/all that shit when most people just want to fight.

that and if memory serves right Sakurai was upset that all of the cutscenes were shared all over the internet within like two days of the game being launched

The only thing I can think is that the colour palette looks sorta Luigi's Mansion-ish.

My money is on DKCR or Tropical Freeze.
To me, it kinda reminds me a bit of Brinstar from Super Metroid, at least with the vines and the general color palate.

If they were really concerned with focusing their time and resources, they probably shouldn't be making two games.
