That TAS in the title stands for Tool Assisted Superplay (or speedrun depending on context).

It is, sort of. They use special emulation tools to pretty much perform the perfect action at the perfect time, frame by frame. Plus, the game was probably on 'turbo' mode, where any action can be canceled into another.
It's played by real people/person, it's just the magic of TAS (tool-assisted-speedrun)
