I really don't see it being unlikely, Mario and Pac-man have appeared alongside one another in Mario Kart GP.
Nintendo and Namco are working together on the game as it is; it'd be silly to assume they'd have no pull in the matter. What I find a bit odd though is that Namco is not listed among the credit listing at the end of the trailers. So maybe it's a mistake or they're hiding it for dramatic reveal.

He has a Rev Roll in all 3 Pac-Man World titles
He has a Butt Bounce in all 3 Pac-Man World titles
He throws pac-dots at enemies (can be charged for a more powerful shot) in Pac-Man World
He pilots a mech version of himself in Pac-Man World 3 (the mech was originally the antagonist of the first in the series)
If they can make Wii Fit Trainer have a fighting moveset, they can do it with a yellow ball that eats everything.

There is a title called Super Pacman. He quadruples in size when he eats a special pellet and can bust through walls.
They can make something work, there's more to pacman than just the first game.

And then there's Pac-Man 2: The New Adventures. I mean, I wouldn't take inspiration from it personally since you didn't even directly control Pac himself, but if Snake doesn't return then I can see using that little slingshot to harass the hell out of opponents.

Mega Upper, it's actually from his arcade fighting game appearances rather than any of the main games.

Yeah, that's my point though. It's not something Megaman is known for, so using that argument against Pac-Man isn't feasible.

Oh no, a character with a drastically different design looks out of place with other characters that all have their own distinct style.
Compare the likes of Mr. Game & Watch with Snake. Compare the human Samus Aran with the human Mario. We have a turtle who takes orders and a turtle that kidnaps princesses.
None of these games have any bearing on what makes sense to mesh together. So long as the developers put forth an effort to make it work, it'll typically work.

It was just an example that not everything you see in a character will be iconic and recognizable by everyone who sees it. Stop being so frustrated because I want Pac-Man to be in a game. lol

Except my argument is barely anything Pacman has will be iconic to the average player. The only game worth caring about in the Pac Man series is the arcade classic. Which has no material.
I don't know, I just don't like Pac-Man. He hasn't been relevant for ages and no one really likes him anymore, he doesn't exactly have a fanbase.
