Even if she has her own visual animations changes but was given her own "slot" because of some engine limitation I'd have to go into dumb arguments of the technicalities of what counts as a "alt costume."

Why would her portrait be smaller?

I imagine the reason they didn't go with it, is because they didn't want her to take the attention from Robin. Everyone else with a big banner bring something new to the table, and from our knowledge Lucina is still mostly a clone. She's probably mostly put in as fanservice anyway, since she have big following in Japan. Which is fine, nothing wrong with fanservice.
