They have downsides
Heavy Caliber and the like are how Serration and the rest should have been in the first place. Modifying a weapon should involve actually changing how it works to suit your playstyle, like firing faster but doing less damage, or doing elemental effects; instead, you just have to cram the same specific damage mods onto every weapon in order to make it actually do something, and if a weapon has a really long reload time or a tiny magazine, having to give up the vital damage boost mods to balance that out usually relegates that weapon to the mastery pile.
Instead of nerfing Serration / Heavy Caliber, they should release new mods that adds multiple dmg to specific body part.

Goddamnit the Multishot nerf, seriously. I mean, literally all my weapons that I use frequently (my favorites) are all fucked with the ammo consumption nerf. Despair, Telos AkBolto, maybe not Vaykor Marelok, (wondering how bows work since they don't have a mag at all), Vectis, like, fuck. I can just throw everything into the trash.
How to balance DE edition:
Open stats.txt, ctrl + f most used weapon, ruin stats, wait, repeat.

And if it is full moon and the stars are aligned then search for least used and buff.
Serration should be built in. Multishot could be a trade-off mod, where it increases ammo efficiency (and thus the usefulness of ammo pickups) at the expense of max ammo capacity and/or mag size. Alternatively, remove multishot completely and increase damage and critical chance.
Either way you can't just slap a multishot nerf into the game and expect it to fix anything. All it will do is make less weapons end-game viable unless you rebalance things carefully.
Serration should be built into the gun and increase in effectiveness as the gun levels up

Tonkor is easily my favorite weapon in the game. Build it for Crit Chance and Crit Damage, and you'll be putting out enough damage to make anything in the game a joke, it's a fantastic anti-nullifier weapon too, if you can hit any enemy outside, but close to the Nullifier's shield the explosion radius can still catch things in the shield
why there's no Kubrow love in this game?
I barely see people with Kubrows during missions theses days. only a lot of sentinels.

Because the Kubrow AI is fucktarded, causing them to go bite the ankles of Bombards that will one hit KO them, or decide they'd rather run across a room to bite a Lancer rather than help you murder something.

Sentinels are like a small Tenno who will follow you, love you, and make your fights its fights. Kubrows are far too situational, there's arguably only two good ones and their damage output is negligible unless you go absurdly ham in speccing them for damage (but holy shit do they do damage if you do that).
If you do enough damage on your own and want a free pop of invisibility, an AoE stun/shield regen, or a piss-easy Capture, then bring a kubrow. For everything else there's Sentinels.

On the one hand, the Tenno [I]are[/I] described as space ninjas. On the other hand, their brand of "stealth" is basically "kill everything before they notice they're all dead." It might help if they even just had a unique tileset for stealth, like sneaking in through Corpus vents and Grineer rock tunnels instead of just plowing through the normal areas with a big special computer at one end.
I feel like stealth could be really cool, if they bothered to try to polish it up and make it its own thing. I find it's not satisfying because the difference between a normal mission and a stealth mission is whether or not I'm crouching and looking around corners.

I'm always using my Raksa. It's pretty much the only Kubrow which is actually useful despite the horrible AI. It Howls as often as it can and uses Protect constantly to replenish your shields.
It's the metal gear rising style of stealth.
Just with a melee system that's objectively at least a thousand times worse
