Well apparently that's all a whole lot of bullshit considering I got 3,000,000 score and I'm certain 3 mil divided by 30 is more than 15.

I can't confirm the legitimacy of any of this because it's just word of mouth from a friend who said they spoke with a WF Chinese player, but apparently they have a Founder's Pack over there that has Wukong, Prisma Skana, some Prisma armor, and 3K platinum.
Apparently the way the content distribution between us and WF China works in cycles. They have Wukong, we have Atlas. Eventually both regions will have the other respective Warframes. When they get Atlas, we're gonna get Excalibur Umbra. They do this in order to prevent the market between the U.S team and the Chinese team from going haywire. (I don't really know what this means though.)
Umbras are also apparently going to be a regular thing. Excalibur is probably not going to be the only one to get an Umbra variant.

I don't get how Archer wouldn't fit in with their lore when none of the Warframes start out with lore, and its only been provided later after the fact. And how is Sun Wu Kong supposed to fit the western lore? We know we're getting him.

One could assume it was DE who designed Wukong and used him for the Founder's Pack in WF China. They probably designed him with us in mind since they obviously planned for him to come to us eventually. It doesn't sound too unlikely but I do agree the Archer thing is weird. It's quite possible that things just work different at WF China and they [I]do[/I] start out with lore.
Honestly I know so little of how different WF is in China. Do they even have all of the Warframes? Since they apparently just got a Founder's Pack, does that mean Wukong is one of the few Warframes in their game?
Also I just realized that Nekros' design wouldn't work in China since they don't take kindly to skeleton-like designs. I wonder what his redesign would look like.

I've tried searching for these things you've said.
- WF China has different lore (The only thing different so far is that Chinas DE claims Tenno are [URL="http://i.imgur.com/cdZMKpH.jpg"]Humans[/URL], while DE has never outright said so and have repeatedly said that DE Chinas statements are not official)
- Umbras will be regular (Player speculation, considering the devs aren't done deciding on the Umbra thing yet)
- Their founders pack has got Prisma instead of Prime items (????????????)
- Archer will never come to China (?????????????????????????????????)
I've not found anything to confirm any of this.

Like I said, it was meant to be taken with a grain of salt from the beginning.
