Eh, theres no actual need for new metal bullet decals, the originals look fine. And not to be rude, but those bulletholes look very unnatural

I know what bullet holes in metal look like, but the ones you're showing look flat, and unrealistic when they overlap. That's why I prefer the originals, cause when they overlap it looks natural. Also not all metals in-game have the same color, so it would only look more unnatural to see the same steel bullet hole in every single metal.
I remember MissingInfo/HL2 Beta used to have different metal decals for the bullet, it showed sort of a rippling deformation around the hole without having that weird outer part. I can't find it for the life of me, though.

For the bullet holes, make them have a fadey/chipped paint type deal near the edges so it doesn't look so rough. Then people might be okay with them.

There's no way to make it look like a bullet hole without color is there?
Because I think that's the main issue if any. Looks great on the tan metal, and not so great on the red.

I think the problem is that HL2's blended in easily, it gave the illusion of actual denting and as you continued to hit in the same spot it just got more emphasized (just because they piled ontop of eachother). If you could somehow mimic that effect but keeping the worn paint on the edge of impact it would be better.
And it got me thinking, metal isn't the asme color everywhere so if you were to keep the chipped paint on the edge of impact and you shot a rusted metal it would look extremely unnatural, you would probably end up having to make seperate decals and materials for each different color of metal.
I think your best option is to either straight up remake the original decals (because it easily blended into any type of metal and looked "realistic enough" other than being low texture resolution) with higher quality textures, or change your decal to make it blend in better, OR remake your decal for every type of metal colour there is.

if there was any way to make decals 3D like GTA IV/GTA V it would also make it much better. having each decal refract from lighting and give the illusion of actually being indented and not a picture would make it so much better. I would advise looking into how GTA 4 did their decal system because it gives a great illusion of bullet holes.

That metal is white, not tan, it's just the lighting.

Well the thing is, usually when metal's been shot it gets heated up a lot, and that melts the metal and paint, or the paint just gets chipped off exposing the metal beneath. Or that's what I understand from what I've seen whenever I shoot cans and metal targets.

I'm pretty sure it's a poor man's parallax occlusion for consoles since (iirc) parallax doesnt work on dx9 so they made their own shader, that isn't as precise but still looks exceptional. they aren't actual 3D meshes, though. I know that for sure.

I thought Tesselation was DX11? as far as I know DX10 doesn't support tes.
native support for tesselation in directX was introduced with DX11

No, can't use bump maps either, since it requires tweaking the way decals work with uvs and world surfaces and stuff.
Are decals be put on facing the same way each time, or could they be rotated randomly? And just for my own curiosity, could decals be stretched & skewed?
On the subject, is there any way to make more possible bullethole decals? It breaks immersion when you see 3 or 4 completely identical bullet holes in a cluster, and a bit more variety to this would make it much better

It would also make sense to make specific impact decals for the crowbar. I'm pretty sure crowbars don't make bullet holes.
