Those are pretty fantastic. The second one is really reminiscent of STALKER as well but I can totally imagine them being in HL2, nice.
I feel that the difference between Civil Protection and Combine Soldiers should be emphasized more. CPs should use Pistols and Stunsticks more frequently whenever they appear, and CPs should use stunsticks/pistols in later chapters like Anticitizen One and Follow Freeman. I don't know if this would differ too greatly from original HL2, but having CPs run away/surrender to Rebels would be a nice touch. That way they would appear more as an overwhelmed and poorly equipped (human) police force rather than "another gas-masked enemy with an SMG shooting at me."

I think it's emphasized enough.

Also, it's not very Combine-like to surrender or run away. They've been trampling the remnants of humanity for years, so they wouldn't give up because there's a rebellion going on. [editline]12th April 2014[/editline] While we're talking about the Metropolice, would anyone object to adding the elite Metrocops? They would make as a nice difference from the normal units, and they added to distinguish squad leaders from the common rank-and-file. I mean, the OP says that there will be Bullsquids and Houndeyes. Besides, all it would need to be is a visual change - no new weapons or abilities, just a different model.
Least make enemies more difficult, like react faster. All Combine soldiers are insanely easy to kill. I'm surprised the resistance waited for Freeman to show up to kill them.

But the Metropolice are just regular people who have poor training and spend all their time bullying people and rarely having to actually fight an organized resistance. To suddenly have those same people that you bully each and every day suddenly pull out an SMG and shoot you in the face would already be out of your comfort zone, not to mention a full-scale war in City 17 in which you are outnumbered and loosing ground. I mean, the rebels are already staging an area to attack the Citadel! (According to Barney, that is.) And for Metropolice with stunsticks, how about only one of the CPs that you encounter in the Plaza right after squad mechanics are introduced?
A slight buff would probably be nice too. If they're elite they should be better than their lessers no?

The way I see it, by two weeks all the substandard Officers are either dead, surrendered, or defected. The ones still loyal are battle-hardened Combine fanatics, diehard supports of Breen and the Combine, and those are the ones we fight.

There could also be metro cops corpses lined up against in combine controlled areas to show that combine soldiers have been purging the Civil Protection for there failure.

Putting green metrocops will just make it ultimately messier, which is not what HL2 is about at all.

Maybe odd bits from metrocops like leg and arm padding but the chest shouldn't have any extra stuff on it, because AFAIK it is already padded with something (their chests usually look a little bigger than their citizen clothed neighbours) Plus, you'd want to distinguish them still. Alternatively, just make it so they have rebel-styled armour, that isn't taken from combine forces.
Like metal plates?
