So you wanted references right? I went into street view and took a bunch of pictures of Sofia, Bulgaria. As we may (or may not) know, this is the city that HL2 art director Viktor Antonov was born in and spent his early life. Thus, it's also the city he drew heavily from when designing City 17's art direction. Surprisingly (or should I say unsurprisingly), Sofia looks a lot like City 17 (or vice-versa).

It's in a couple places, off hand I can only remember it being in the airboat canals parked on the top of one of the "walls" (which is actually the ground, since you're IN the canal).

I know, but that's not my point - the lake would still be extremely shallow even before the Seven Hour War.
The Half-Life wiki does have a picture of a generating station, though, so presumably that's how the dam works.

Too much work for too little, if any, payoff. At least Valve including the Ichthyosaur was a reference to something that's actually canon in the non-development universe. It's like when they added a Desert Eagle to Synergy. I played a game of HL2 on a server and went "Oh this is cool, I guess you can make custom weapons in Synergy," but as I found out as I was researching that, it's an official non-community-mod included weapon. At least Synergy has a "Vintage Mode," but as I see it, with the reluctance to even bother with optional features that not 125% of everybody here want in the mod, there's no way in hell E.M. will get that.

"Oh, maybe the devs could model/code this entire level/NPC/weapon for the mod!" and as soon as everyone rightfully says how hilariously out of place and unnescary it is, you just say "Oh then lets just put it in a dark tunnel as an eater egg! :downs:"
The entire point of this mod is to enhance an already great game with more detail. Not to weigh it down with beta shit that was cut from the game for a reason. It's almost like you want a cross of Fake Factory and Missing Information.
Where's the sense in suggesting easter eggs to the devs, anyway? The topic should've been shot down within seconds, that's not how easter eggs work.
