There are actually a surprising number of those. Some of them are actually walls, and some of them don't actually lead outside at all.
For optimization reasons most likely.
We'll probably add a blind or something for it to make sense.

Yeah, I was just using it as an example. I think there are ones similar to them that fade out into blackness when you get far enough away in other maps, too.

I think blinds might be out of place in City 17, seeing as how most of the tenements are scarce on furniture for the most part.
Plus the combine might be against accessories blocking windows

Besides, I doubt the Combine care if you block your windows, they don't use those to spy on you. If they think you're doing something bad, they'll just go raid your apartment and arrest you.

But back on topic, what's principals are going on behind the enhancement of the generic characters? Are their faces gonna stay modeled off of the same folks or will they be changed completely?
I think we should model some extra faces for the citizens or create a face creation system a bit similar to the one in BM:S, except for each default face instead of just one. Either way, I say we should keep the original citizens and just enhance them.

OC is back under development and is moving away from the early "everyone wants hl2 beta type content!!" days.
Granted it's SDK is broken for most so there are no new maps for it lately, but that'll change once it gets greenlit.

Also, Half-Life 2 SteamPipe update is going to break all mods that mount it's content [B]for real[/B] this time, but we'll able to mount it as soon as Alien Swarm goes SteamPipe, for the first time. There's no more luck for Source SDK Base 2007 mods.
P.S: This game is going to have Cooperative/Deathmatch gamemodes too.
