Generally it's cheaper to render the effects a few feet in front of the player rather than the entire map.

This was my attempt at improving Valve's code. It's pretty unoptimized and doesn't as look good as a particle rain system but particles were even more unoptimized since I was running this on the 2007 engine.
it looks impressive but rain doesn't [i]always[/i] fall down straight. but i don't know how easy it is to fix that/change that.
I believe rain direction depends on wind direction
So that being said, how would it look if the rain would gradually sway left to right?

This is absolutely stunning. I love it! It's the leaves, sounds and lighting that make it. And the fog. It just feels so atmospheric.

If you are putting rain into Ravenholm, could you consider having it wash blood off the zombies, having them leave a blood trail in really rainy areas? (at least the fast & poison zombies since they don't seem to have any skin left whatsoever) IMO that would be a nice touch.
But the rain wouldn´t affect the fire traps?

i don't really know much about engineering or anything like that, but the traps are made by lighting an electrical spark in an area pumped with flammable gas. in that case, i think the fire would hold out for as long as the spark and gas did, regardless of rain.

That seems to be the case in movies, so why not games as well :P Fairly certain I've seen rain and fire in Crysis 3 and maybe Left 4 Dead 2 (I haven't played in a long time).

Valve's default rain looks like shit and you're right, in order to pull it off you'd need to change the lighting of the map, denser fog, new skybox, ETC. Those are all probably planned features though, I'm also going to assume they are going to use particle rain as well. Something similar to what Key Chan posted is what I'd expect from it. Still it looks like it could work well if pulled off correctly.
Fog is overrated, why do people insist there always needs to be fog with rain anyway? I very rarely see fog when it rains, fog is rare in general.
AFAIK it helps with optimization as drawing a circle of rain around the player looks strange if it cuts out at a certain distance.

Fog is more to simulate the rain occluding things in the distance, since you're not gonna be spawning rain particles that thick and that far out ahead of you.

Not necessarily, in certain areas of land (like valleys) and weather precipitations, fog (or low lying cloud) is pretty common place.
