In the beta they did factory work, I think we can assume that the citizens do that or some other kind of forced labor during the day. There has to be some use for them other than the hassle.
Some citizens are workers, they cut that part out but it's obvious it's still there. I can think of 4 hints:
1. We can hear the sounds of trucks driving around in C17.
2. During the Street War, we enter a tunnel filled with cars who's headlights are still on, indicating they've been used recently.
3. One of the 'garbage' props is a fast food bad with a Metrocop on it, clearly a post-occupation creation.
4. The obvious fact that some things are still manufactured.
5. A sign at Gate 5 appears to be directed at workers:

I would have adored Metrocops with bikes. Makes you wonder though. Would a bike chase have been better in HL2, or is the airboat chase better?
A vehicular chase wouldn't go on for long in C17, what with the shitload of barricades they've put up on every street.
It would kinda make sense if they had some type of futuristic alien-looking segway to get to one end of the street faster.

Nah, APC's have a distinctly different sound. The ones I'm talking about are truck_pass_distant# (1-3), which sound distinctly like a modern truck, not a Combine APC. There are also a number of other sounds but I cannot remember if they are used or not, and I don't know if it's possible to check anywhere.
There's also the sound of honking. I remember reading somewhere that the ambient sounds are an oversight, though.

In Vietnam, Mule's were also used as mounted weapon platforms for M60's, M2's, M134's, and TOW Missile Launchers. CP could do a similar armament setup with their Pulse Machineguns, which would allow them to put a lot of fire down a street without needing to set up a mount and gun.
I don't think the Combine should have any more vehicles
They seem like the type who'd make one thing that works and stick to it.
For ground control they have APCs, for aerial support they have the gunship and hunter chopper for heavy air attacks, and the dropship for air transport
Actually the Hunter-Choppers are more of an Overwatch thing, Gunships and Dropships are from the Airwatch. Basically the difference between Army and Air Force.

I'd say Airwatch is part of Overwatch, not a distinct organisation. Thus the term 'Overwatch' refers to 'armed forces' rather than 'army'. Just nitpicking though :v:

Airwatch is a branch of the Overwatch, like 20th century America, which had the US Army Air Corps and the US Army Air Force before they had the USAF. They're a separate division but they still answer to army command.
And speaking of Airwatch, gunships have a sort of afterburner and exhaust nozzle both above and below the main rotor, as well as an intake right behind the targeting eyes. Do you think it would make sense to have gunships which fly more like VTOLs? Maybe not for actual game mechanics, but just as skybox scenery. It makes sense for how fast gunships respond in-game.

Going back to the citizen jobs, during Route Kanal/Water Hazard, would it be a good idea to briefly show what the citizens do? Like looking up through a floor grate and seeing a production line, or have some citizens in mechanic overalls carrying toolboxes somewhere in the distance.
Metropolice and everything revolving around them are some of my favorite parts of Half-Life 2.
Some parts during your flight, I think it'd be neat if we saw citizens / workers fleeing as you arrived and CP arrived for you. I liked in Mirror's Edge when you'd enter an area and see civilians running away screaming as cops poured in looking to get you.
I think some older eastern europe motorbikes could fit the game nicely:
