Well, it sure sounds like that's exactly what they did. Because it sounds like they dumbed down the whole cop system. In IV, people would actually call the cops, and if they didn't, you usually got away at least unless you really went on a killing spree. And cops had that zone within which they'd look for you, but they went straight for you if they saw you.
From what I've heard, in V cops have crystal balls and always know what you do and where you are.

I find hiding pretty easy in 5, you just need to drive a few blocks away, if your map isn't flashing, just hide in an ally.
For the first time, I'm actually hoping I can run this. I was just playing GTA IV on very high settings and while it was running okay the FPS wasn't brilliant, but then if I remember rightly IV was a horrible port?

I have an i5 2500, am I safe CPU wise? Compared with the recommended cpu specs, I checked a comparison test online and mine is 0.1 under.
I also have a 670 2GB and 8 GB RAM.
