Pretty much this. All I know is after that he went on and cried on twitter for awhile. I figured maybe he moved on or something or maybe there was a joke in the ice cream or whatever that is or literally anything else.
A small local tourney is experimenting with handicap settings to offset tier disparity.
S tier starts at 60%, A tier starts at 40%. The rest is undecided as of writing. I believe they're using [URL="http://i.imgur.com/ccOEeL4.png"]the /r/smashbros tier reference (with customs on) for March.[/URL]

The line of thinking is that they are much more difficult to punish because of the tools they have, so by starting them at a higher percent, each successful punish against them is more impactful.
They're no less good when played well, but mistakes hurt a lot more. The S tier in particular has a very blatant risk/reward imbalance, and this aspires to add an equal amount of risk as they have reward.
