I'm incredibly salty right now, so what I said could be biased.
But I really don't think tricking the entire community into believing that a character, that many people wanted in the game, is DLC isn't exactly a great thing either.

Disappointed that the Rayman leak isn't real, I was hoping that his inclusion would make it more likely that other characters would be considered for DLC, as I didn't feel that Smash 4's (DLC-less) newcomer list holds up to those of the previous three games.
The way Sakurai has talked about DLC for Smash though makes it seem unlikely we'll be getting paid DLC (outside Mewtwo for users who didn't qualify or redeem the Club Nintendo voucher).

I was skeptical as fuck when I watched the video and he didn't actually place the selection chip on the character and trigger a sword-like sound and have the announcer call out the name.

So how will the Mewtwo DLC work, will you have to purchase it on both the 3DS and WiiU version?

It'd be tied to your nintendo account: one purchase would be able to realistically be applied to 1 other system. But you'd still need to download it to both systems, obviously.
With the most recent update on 3DS, my Mii was automatically changed to the one that's on my Wii U and not the one I made on my 3DS, so it's reasonable to believe that they'd be linked to the NNID.
Seeing as there are files for a in game shop, I'm pretty sure that's how it will be purchased after the promotional period. The character will also likely be on the select screen regardless if the player has him unlocked or not, similar to how the smash bros 3DS demo was, with it being greyed out.

The Club Nintendo free voucher includes a separate code for each system, so it is likely that the DLC is separate for each system as well.

Really easy actually! I didn't know any of the controls at first, but I found a youtube video that helped me.

Creating a fake render is one thing, but creating the subtle menu quirks is downright impressive. Christ.
