I hope they removed the lock-ons Not only it's completely unrealistic (RPGs barely have any stabilization fins, let alone guidance systems), it's already hard enough to stay in air with everyone making you their priority target
I don't see a single bad change on that list. It's all reasonable, and it's pretty apparent that they listened to the feedback. As far as RPG's go, they probably made it so you could lock on RPG's to designated targets so helicopters wouldn't dominate the shit out of the beta.
I don't think they went far enough with ammo packs. Ammo boxes still just seem like a better option. I loved med packs though. Running around and throwing heals at people is so much more fun then throwing a box in high-traffic areas.

It just gives more. Medic though the packs are better than the massive box. Don't heal as fast but the fact you can throw them half a mile is worth it.

But then in the second sentence it says that low ROF weapons were too accurate and killing at further ranges? Is this a nerf to low ROF weapons or a buff? It kind of conflicts with itself.
AK5C was too effective on range compared to ACW-R, hence a nerf.

To be fair the AK5C had very little spread increase and recoil per shot. Look at it on the bright side: they actually have to nerf the slow ROF guns this time around. Means they're on the right side of things, at least.
Before I unlocked the carbines I thought they were op, then I used them and KNEW they were.

They should have kept the carbines/PDW's how they were in BF3. Engineers got carbines, everybody got PDW's.
The PDWs were pretty decent though in the Beta I think.
So, I've upgraded to Windows 8.1, and now my BF3 won't run.. Getting the error: "The procedure entry point CreateDXGIFactory2 could not be located in the dynamic link library C:\WINDOWS\SYSTEM32\d3d11.dll" Did anyone have this error with the trial 8.1 during the beta?

It seems like it's very common problem with new 8.1 windows update. Some people say it's common with SweetFX, so if you have anything like that installed, try deleting it. You can check this topic I found for more info, I just glanced few post here and there, maybe you will find your answer. So uhh...i hope they'll also patch up the slugs in BF4. They were pretty fine in BF3. Now they are weak ass hell and are inaccurate! Now they seem to be useless. Looks like they nerfed it! It is so ridiculous that at 20m you can't even hit someone that's so close! Really, if i miss 1 [b]SHOT[/b] then i will be already dead in no time. For me, slugs takes skill to use, especially at long ranges. They play really differently than automatic rifles. If you make a kill out of it, you will feel very rewarding using it afterwards. Ideal range of 12-25m should be for PDW's and not assault rifles.
At that range you might aswell just throw the AR at their head and knock them out cold, you're wasting ammo otherwise.
