The last DLC should just be purely snow and night maps, they're always the nicest to look at.

Mesh quality (I think that's what it was called) controls the distance at which stuff gets drawn. It's good to have that at least on high so that you don't get draw distance problems. If you have it on high or ultra already then I don't know what the problem is because I don't recall having any LOD problems.
when the game loads for the first time, it will load LODs. Has the model quality improved after starting the game?

I have played every single game thus far in BF4 without any XP boosts. I really dont plan on using them until it takes for fucking ever to rank up.

It's good to stockpile them, but if you don't use em by the time you're max level, they're just about useless. I think SPM factors in the boosts, so bolstering your SPM would be the only other reason to have them once you're max level.
Battlefield sucks.

Still getting constant stuttering. This fucking sucks, there may be a good game underlying this, but I can't find out if it fucking stutters every 2 minutes. Battlefield 3 had problems with it too before I switched my cpu. I thought BF4 was optimized for AMD products? Might buy BF4 if these problems would get fixed somehow.

No, the only things on ultra are textures, everything else is medium range and no AA or Ambient Occlusion.
Your VRAM is too low for ultra textures (2GB recommended). Also 8GB RAM is quite necessary for this game but I think if you play on medium you'll be fine.
set everything on low, and I'm getting 60+ fps, but about 10 seconds into the game it starts clamming up, dropping to 20fps and happening more frequently.
try running it in x86 mode
