I mean it's not like that requires extensive knowledge about SU to get. Whether or not you know what the scene is, it's clearly just a character from it that probably shoots lasers. I don't see why the reaction to it needs to be any more hostile than "oh its a character from a show I don't watch".
It's an Undertale crossover, so it's not like he's just coming in here to make an inside joke that has no relevance to the topic at hand.

The guy that does homestuck retweeted his brother's quiche getting destroyed/abandoned saying to his fanbase "lets get this trending on twitter"
It evolved into an injoke at the same time Toby was making undertale, so it makes sense for it to be in that earlier of development.

I want to mess with the Fun values and to create multiple saves so I can do the boss fights at any time I want.
