How is it accidental ?

Well Bethesda's world building is a lot about placing these things and telling silent stories with clever clutter placement so I don't think discrediting their ingenuity by saying it's accidental is the right move.

New Vegas has birds too.

On a semi related note, I always get super disappointed when I look at Fallout 3 concept art. It was so good but the game ended up nothing like it, besides the obvious vague similarities. I figured the paste was some sort of chemical hormone crap for a ridiculous old world experiment.

There's a group of 3 dead raiders in a random spawn in the game that hints that the paste is addictive and leads to irrational thoughts and behaviors. They were trying to have an intervention with one of the raiders about the paste, when he/she kills them and either him/herself or succumbed to wounds from the other two raiders during the fight.

Besides, if it ghoulified people then surely there'd be a few hundred little pink ferals about?
