Okay like there's only one real way to "fix" this and basically just wait until you unlock all the perks and ranks then do what I did and make 2 .txt files containing all perks and ranks ID codes, one with player.addperk and one with player.removeperk and execute the latter then former every time you start the game.
My theory that this is an actual thing that happens was definitely confirmed when I almost died because Nerd Rage didn't activate. Lo and behold I removed it then readded it and suddenly it started working again.
When you high level and the radiant quest sends you to a low level area.

yeah, i think he meant appearance. Since the transition to 3D, Fallout weapons have been more blocky, bulky, smooth, flat, and fat than they have been narrow, ergonomic, segmented, railed, or thin.
In Fallout 4, the new 10mm, for example, has the profile of a brick and is about as long as your forearm. That and the AER9, i think, are the epitome of Fallout 4's (small) weapons design style.

Also, correct me if i'm wrong, but i don't think any weapons nor weapon mods in Fallout 4 have picatinny rails modeled on. in New Vegas there was the Marksman's Carbine, the AR15-platform, and the Laser RCW, but Bethesda seems to have really narrowed and focused their art direction to a fine point (and excellently so), to the extent that the only recognizable firearms from the real world are the .44, the Deliverer/Walther PPK, the Submachine Gun/Thompson, and the hunting rifle: all either timeless designs, or rooted in the time period that the general art direction sprouts from. Nothing that was designed in the modern world (see: post ~1960) remains in Bethesda's new style.
I think the wooden M14 mod makes a great compromise between modern and Fallout classic '50s design.

Fallout in general has usually stuck to either retro 1950's esque gun designs or popular "action movie" guns like the p90 and the desert eagle. Modern weapons with rails and shit are to current and familiar and don't really sit well with the idea of it being a different timeline in a different world.

You made it way too rough IMO, that's almost like 0% gloss on almost everything. Take a look at all these for reference, there's pretty noticeable gloss and specularity on pretty much all surfaces. Even the cloth bits should have a small amount of gloss, not to mention the metallic mask/helmet and plexi goggles.

Thanks, i was so focused on the diffuse map instead of the spec (where is also the gloss)
I didnt know he also modified those maps, he deleted the gloss (i dont know if he did it intentionally or by accident, the rgb seems switched) so that explain the rough look.

Which plugins have you installed with SE? i dont have it installed in FO4, but in previous games like FO3 and NV some plugins might crash during the character creation

IIRC gloss is in the red channel of the _s texture.
Basically the _s suffix textures are an RGBA image with a grayscale gloss texture in the red channel, and a grayscale specular texture in blue channel.

Trying to shoot multiple speedy, small objects that drain your health after hitting you once is some serious bullshit when you're running the game at 20 FPS. I think it's justified. Three of those things (which is what I seem to run into minimum) is a scenario worse than a Deathclaw for me, because at least Deathclaws are fucking huge.

At least Cazadors in New Vegas were fairly larger targets and they only appeared in certain areas. Bloodbugs are much thinner and they're fucking everywhere.
Honestly, the people of the Commonwealth need to stop worrying about the Institute and start worrying about the giant blood sucking insects that infest every inch of the 'country'.
