i'm pretty sure more than half the height of the new Power Armor is legs
yep, looking at the render of the T-45 in the art book, the thigh plating comes all the way up to 2/3rds the suit's height where it tops off mid-waist

never ending double barrel? wouldn't that basically break the game since you can fire nonstop
I found this one hostage in Monsignor Plaza, but he isn't tied to any settlements of mine. What do I do with him?

There's a slight pause between each barrel firing, which limits how fast it can shoot with an infinite clip.
Unless you're superhuman, it's a little slower than you can click.

well seeing as how shells are rarer than .50 cal (maybe from my experience, but i never end up with more than a few hundred of them) you're going to have to have 3 levels of scavanger to justify using that thing

Only took two shots. First shot blew every piece of armor off in a giant cloud of flying shrapnel, second one instakilled them.

Fun fact, anything with an explosive legendary affect has the projectile turned into a "bullet". Even Flamers, Fatmen, Railway Rifles, etc. Pretty useful for for Plasma weapons as it patches up the speed of the projectile(s).

Randomized gimmick weapons are cool and all, but I feel like some of the extremely good effects should only be found on specific, named weapons.
Legendaries are probably the easiest and potentially quickest way there's ever been to break a Fallout game's balance. Giving randomized drops general buffs and saving the really crazy effects for unique weapons would tone that down a bit without making the concept itself less appealing. There would actually be a reason to seek named legendaries out, since they can do things nothing else can.
A laser pistol that heals instead of hurts called "Defibrillaser" for example. Nothing with that effect would ever drop naturally, ONLY that named weapon.
It's not just the weapons either. Get two Acrobat's armor pieces and it literally negates all fall damage. Like jump off of trinity tower, no power armor, and take no damage.
I still like them, but I can definitely foresee a mod sometime down the line that nerfs a lot of the legendary effects or do as you said and make them specific items rather than general pool legendaries.
What I mean is there would still be general pool effects like added damage, better reload, better VATS accuracy and so on, but the really broken effects like instigating, two-shot and explosive would be linked to one-of-a-kind weapons you'd have to hunt down.

Yeah I did find that weird that they completely left out cybernetics despite it being a gameplay option in New Vegas, like Bethesda could have easily improved from New Vegas in that department but despite actually having precedence in the story given Kellog's enhancements, it's completely glossed over and ignored, imagine how in depth such a system could be and how much it could allow you to make your character even more your own, they could even have implemented visual changes too, like with that cybernetic arm.
But nope, you can't even get bottom of the barrel enhancements done by some Doctor, like you might have in New Vegas, like I could imagine a system in which enhancements that come from Wasteland folk Doctors are sort of outdated pieces of technology and the eventual upgrades you can get from the Institute supersede or improve them, that would be pretty neat and give people a reason to want to stick with the Institute.
But nope, nothing, such a waste.
