The newer beta's have addressed the spawning issue pretty well on my end.
Damnit I fucking hate when I have to choose functionality or looks The NCR Ranger Armor mod looks really nice, but only provide 90 armor and 150 energy armor. I have a flannel shirt and a military cap both equipped with ballistic weave, and coupled with the long fall armor leggings I get ~350 armor and energy armor. Not to mention the NCR Ranger armor is like 55 pounds total in comparison to 25 pounds of flannel shirt, military cap, and combat leggings.

On clothes, it's a replacement for the armor slots you lose, plus some to make up for the perks and rare materials you put into it, but hats seriously shouldn't give you anywhere near as much as they do.

I feel compelled to apologize for the state of the thing at launch. Minimal playtesting, and not operating of the same esp resulted in some funky bugs, which we're not known until we released. I've been working most of today, and likely most of tomorrow on getting it all functioning correctly.

The NCR armor looks fantastic but I still feel weird using it. Like- that's what an NCR ranger wears, and contextually my character shouldn't have owned one or come across someone who has.

Not too much of a stretch to imagine there's some riot armor in Boston and a neat coat to go along with it.

Look at the left shoulder, it has the Ranger insignia on it. I'm pretty sure that it says LAPD on the chest and right hand. Plus, the intention is that it's owned by a character that lived in the NCR. It's very clear that it's NCR Ranger gear, not just generic riot armour with a duster.

either way, fallout 4 takes place long after the establishment of the ncr and those desert rangers. one could have been killed, had their armor removed and said killer could have traveled to boston with the riot gear.
For me, I had a character in Fallout 3 that was an NCR Ranger, so I just kept with the tradition and now have him as an older man in Fallout 4.
The NCR Ranger Armour is actually found in Kellogs house and since he was an NCR Citizen and someone who was clearly involved in a lot of illegal shit due to his past, it's not to much of a stretch to think that he might have killed one during his lifetime and perhaps kept the armour as a trophy.

You're worried about 'context' in a place where not only jet is now some turbo super cool drug with no downsides but it was also all around the world before the great war (and Myron inventing it somehow). If Harold can cross the entire country to change coasts, so can a suit of NCR ranger armor. Or just look at it like this: It's a nice armor, i like wearing nice armors. Bam there's your context.
