You should work on condensing your posts because three quarters of that could just as easily be culled and the point would be the same.
Also to answer the "special are just perk indicators", thing, no they're not. You're significantly weaker with 1 STR and 1 END than with 10 STR and 10 END.
With 1 endurance you die in two to three hits from a feral ghoul, with no exaggeration.
How important SPECIALs are is incredibly variable across each one, even more so than in previous games.
Endurance is super important no matter your character since it has a very significant effect on how much HP you get, especially at higher levels, and Strength is important since it has a fairly large effect on your carry weight, and a very large effect on your melee damage.
Meanwhile, Intelligence affects how much XP you get. As far as I'm aware, that's all it does. In a game that has level scaling. And it doesn't even increase it that much, not even by 50% at 10 Intelligence. Terrible.

Man that "richochet" perk is absolutely useless. Level 30 character and I've only seen it proc [I]once[/I], what an absolute gyp. You're looking at the perk chart thinking "holy shit, ricocheting bullets, this must be the hero the luck stat needs" but lol nope it literally does nothing.

I think he is indeed planning to make riot gear upgrades(I recall a wip of them being posted a while ago too) for the ranger armor iirc, which is pretty awesome.
It says in the description on the Nexus page that they're intending on adding the Elite gear as armour parts.
Plus at least some of the textures for it were included in the download.

Remember it was released early and is in Alpha so it's bound to have a few bugs, perhaps mention it on the nexus page if it hasn't already been mentioned so they know to fix it in the next update.

All melee enemies can dodge bullets (not in a literal "bullets go through me and fuck you" way, they just jerk around and physically step aside and stay low to avoid your shots) and have some means of closing the distance, so when you play a 1 Endurance character practically any group of melee enemies will wreck your shit. A single ghoul's an issue, but when you get to Lexington and you start seeing packs of six or seven ghouls charging you, shit gets real very fast, even if you play with a gun.

Weapon damage does not increase with your level, it increases with spending points on related weapon perks. As such, a single tier of the Gunslinger perk for instance equals to pouring 20 points into the guns skill.

You only find one scripted, purposefully weak deathclaw in Concord and then can't find any of them in the starter areas of the game, until you start going past diamond city or further east. Having fought yao guais at very early levels (you can find two of them in a camping area relatively close to concord), they absolutely wreck your shit and can typically end you in a few swings. Even mirelurks are a problem until you get appropriate weapons, especially with low endurance characters since mirelurks demolish limbs and with low END you'll break your legs with the slightest fall.
As for power armor, PA is weak as balls unless you upgrade them substantially which requires some costly perks. Maintaining power armor comes at a certain cost and it doesn't make you invulnerable.
The game isn't any easier or harder than new vegas or fallout 3. None of those games were particularly hard, as long as you'd know what the hell you're doing, and after playing three games relying on the same concepts and systems, you'd expect to be able to handle the challenge.
The lore explanation we got was "military science" from the ad and that's it.
Again, the fact you can use them anywhere is a gameplay thing, and does not represent the way they exactly function in-universe.
Also the pipboy may be of robco design but they're made in partnership with vault-tec, hence stuff like vault boy being the mascot of the device.
It doesn't matter how the damage is calculated. The end result is that when you're not proficient in a weapon the damage you practically deal is X and when you're at maximum proficiency the damage you practically deal is X times 2.
You can get additional sources of extra damage in the form of specialized perks and weapon mods, in both Fallout 4 and New Vegas.
Yeah the gun skill from fallout 3 and NV are a relic of the past because it's no longer necessary to calculate weapon damage based on a skill with that goes from 0 to 100.
The skill checks being gone is not so much related to skills being gone themselves as much as Bethesda's writing being shoddy and them not including an alternative. Fallout 3 also didn't have that many skill checks, if any at all - I only remember speech and SPECIAL checks, so it's not a recent issue, and it's certainly not tied to skills disappearing.
You said it yourself, the inbetween numbers between the big multiples were never used. It was mostly multiples of 20 or 25. No point in keeping them if it's possible to do something else.
