It's supposed to be a vitals and biometrics scan that checks life forms and analyzes hit chances while communicating them to the user via the interface network, ie this

The slowdown part is purely a gameplay mechanic, not something that happens in-universe. Design-wise it's meant to emulate the turns from fallout 1 and 2, and it was changed in 4 for variation's sake.

Intelligence also makes hacking easier by removing words from the terminal display. It's definitely the least useful stat by itself but the perks it unlocks are extremely useful as a tradeoff.

The game is more CPU than GPU heavy.
Pairing the legendary "rapid" weapons with rapid automatic receivers yields hilarious results.
A 10mm pistol basically becomes an MG42 in pistol form.

Vats is just a tri-corder type thing in universe, the pipboy being a diagnostic device makes sense, but the time slow thing is purely gameplay

Companions make it slightly more difficult, but Cait has a stealth flag, and Dogmeat has an "invisible" tag (whatever that means).
Deacon is pretty standard AFAIK, but they all have four ranks in the Stealth perk. Deacon is still helpful as a distraction with his super long range

I kinda like the combat rifle because it's got that BAR feel to it, especially when you put it in 308.
Then the assault rifle just looks like they took a water cooled M2 browning, then scaled it down for 5.56 and gave it a pistol grip, stock, and removable magazines.
Like I'm legit angry you can't mod it into a machine gun with belt-fed ammunition akin to the minigun.

In a game with this few weapons, would it have killed them to actually make two of the guns not look borderline identical? Especially since the Combat Shotgun and Rifle both appear roughly at the same time and are for a lot of players going to be used for quite a while, since there's no other shotgun besides the double barrel, and the Combat rifle is arguably only trumped by the Gauss rifle. It just feels so lazy.
Also yes, the Assault Rifle is ugly as fuck.

I think that Bethesda intended on the Combat Rifle/Shotgun were meant to be the same weapon, but you could change the type using mods. Same with the Pipe Pistol/Revolver/Bolt-Action (and the cut Pipe Shotgun).
Based on the Form IDs, the Combat Rifle and Pipe Pistol were the base weapons (as they were created much earlier on in development), and the Combat Shotgun andPipe Revolver/Bolt-Action were turned into their own weapons much later on, seeing as their Form IDs indicate they were created one after the other.
I'm sure I remember seeing some other things that pointed to this in the ESM, but I can't remember it right now. The textures and models are generally shared by the weapons, though. And in the case of the Pipe weapons, some of the mods are shared between the weapons too.
I think the water-cooled assault rifle is cool as heck and fits the FO4 aesthetic pretty well
I feel like they should have made the combat rifle look different, that model suits the shotgun better IMO
But IDK anything about guns so I could be wrong

See, that's what I orignally thought it was going to be. The ability to customize any weapon from one end of the spectrum to the other, within certain limitations such as big guns and melee. I thought you could go from 10mm to laser splitter rifle.
Only thing I dislike about the assault rifle is that it's an assault rifle and not a machine gun.
They really should've kept that Chinese assault rifle that they modeled, and the R91 as well.

Yeah, I'm not really sure why they removed it. It might have been something to do with some of the weapon mods not working between the different types, but it seems like the mods were created after they split the weapons up, so it's hard to really say for definite.

It would have been impractical as fuck like water-cooled M2's.
They went to air-cooled barrels because re-filling the barrel with water is a hassle and adds way too much weight.
For example, the water-cooled M2 machine gun weighs 121 pounds, whereas the air-cooled heavy barrel M2 weighs in at 84 pounds.
In terms of performance they're equal, so it made sense to ditch water-jacketed barrels and go with air-cooled because of the issue of weight.
Also bare in mind this decision to go from water-jacketed to air cooled barrels was around the late 1930's.

It's just weird seeing as the past games have had either real or semi-real looking weapons in universe and then straight throw the weirdest style choice for two weapons completely. Like why if you have normal assault rifles you come with some Lewis gun bastard that doesn't make sense even for Fallout when majority of the East Coast used Chinese AKs and G3/M4 babies. But Boston is the one place to find a WW1 machine gun rifle thing.

Pretty sure the assault rifle looking that way can be explained by nobody ever having to actually use it, instead its for power armor only, just like the minigun
It's pretty obvious by the amount of laser weapons in the game that bullet based weapons might have been phased out almost completely in the military and replaced by laser weaponry, but old war arsenals still had them and in the panic after the initial attacks, people dug out whatever then later on scavangers and groups like the gunners dug up what they could from the ruins which might be large stockpiles of once obsolete guns and bullets
