Honestly, I barely even remember Three-Dog. Last time I played Fallout 3 was a little after Operation: Anchorage came out, early 2009.

For once I'm on board with a zombie mod. Think about the population of Boston and surrounding areas, then remember than vaults could only house up to... 100, I think? And that's the biggest ones.
That would leave a LOT of people to weather it themselves, who undoubtedly ghoulified. Realistically every city, town and suburb should have dozens, if not hundreds, still shambling around.

Well, except that becoming a ghoul is supposed to be a pretty rare genetic trait.
I don't think that really matters for the sake of mods though; now that ghouls are threatening in groups and we have a building system to make things interesting, a zombie apocalypse mod could be fun.
I thought maintaining one's senses after becoming a ghoul is the rare part.
From what I understand, anyway. The entirety of the SS's neighborhood became ghoulified rather than just a few, and Hancock turned himself into one with a hyper-radioactive chem. The rules aren't super clear.

The rules for ghouls (RHYMES) keep changing, but in Fallout 1 I'm pretty sure it was said becoming a ghoul in general is a rare trait. Whether or not all ghouls can go feral isn't known, but it seems to be a result of continued exposure to radiation...maybe.

I heard FO4 is more dependent on the speed of the ram. Like 2400 sticks were getting more fps than 1600 sticks.

I just got 1600's because I believe my motherboard is limited to the type of ram it can use, and because those two were the cheapest with heatsinks/sleeves.

I think going back to the capital wasteland is going to be one of the DLCs. Knowing how Bethesda tried to throw as many references to Fallout 3 as they possibly could.

Nah, they wouldn't be able to recreate the entire Capital in a DLC, and they'd have to do some seriously wonky stuff to make it work if they recreated only part of it. Bethesda isn't that kind of crazy, and they don't usually retread territory (even Dragonborn made Solstheim look completely different from how it looked in Morrowind).
Besides, the Fallout 3 references are just there because a) the Commonwealth is close enough that the two have contact so it'd be weird if there wasn't mentions and b) They're developing the nu-Brotherhood and needed to explain what happened between games.
I wouldn't be surprised if the DLCs reference Fallout 3 as well, however. I want more Desmond Lockheart, he implied that some real interesting stuff was going on just outside the scope of the games.
