I don't know about being scary, but underwater enemies are annoying as fuck. There isn't really anything you can realistically use to fight them effectively, so it just becomes a matter of denying you access to the water entirely.

Something about deep,murky,open space where your limited in steep and weapons is scary as fuck. Hell when it start getting darker the further I go, the more nope I experience.
Underwater enemies aren't scary.
I think A dlc centred around underwater combat could work if they completely re-did how power armor operates underwater.
Massive shoulder lamps that completely cut through the gloom, you run at the same speed as on land and can fire most weapons with penalties, with new underwater weapons, like a harpoon gun, functioning as normal, you can breathe underwater so long as your power armor remains sealed, and no parts get pulled off of it.
a bioshock kind of dlc with diving power armor and a drill would be sweet
some kind of under the ocean vault where the only way to get around to other locations is through the powered armored diving suits and you have to fight monster fish as well as other power armored people

I've noticed that a lot of skeletons spawn in weird positions. Mostly just floating in a T pose or stuck partially under the ground.

Environment wise, Commonwealth is definitely better off than DC, and it sounds like [I]most[/I] of the East Coast is doing better as well, excluding the Pitt.
In terms of rebuilding society, Commonwealth is only a little bit better off than DC, and far behind NCR, and possibly the Pitt and other East Coast regions. They tried to get some sort of unified government going, but the Institute screwed that up, and no one has been in a good spot to try again.
The Commonwealth is clearly recovering though, other than the lack of major settlements it's not at Fallout 1 levels of desolation.
Am I the only guy who thinks that there should be a mod for "Fashion armor", so you can wear armor that you like the look of but the stats are shit?
The Commonwealth has an ingame reason for not being as developed as it could be
I don't necessarily agree with it but it's nice that for once they bothered putting an explanation to it
And honestly the only reason the state of the commonwealth bugs me so much is because of the settlement system. It's hard to ignore how desolate and devoid of life everywhere is when your guy can just leave a vault building functional cities out of nothing everywhere.

I'd say that's gameplay over lore.
I suspect canonically it is not possible to break down several hundred pipe pistols, somehow convert them into corrugated metal, and build a house out of them in the span of five minutes, without help.
Besides, there are a fair few very minor settlements that have been built; lots of little independent farmers who trade with travelers for what they can't grow. It's not as if everyone is just sitting around waiting for something to happen.

Armorsmith Extended fits, as long as you have the armorer perks and the materials, it lets you put ballistic weave on everything and you don't need to join the Railroad first.

I know it is. I just don't think the settlement system was integrated in a way that it seemed more natural with everything else in the game. It's hard to take everyone's complaints about rebuilting being so hard when your soldier fresh off the vault can clean rubble with his bare hands and break up a couple of fans to build a fortified city and invite people all over to settle there.
And i'm complaining about it, but i don't have any better idea of how to integrate the settlement system into the game in a seamless manner either. It changes so much, i don't have a magic formula to make it looks natural or anything. I just pointed out that it bothers me while i'm playing but not in a "urghhhh immersion ruined 0/10 game" way. And it's kept optional so i don't have to deal with it if i don't want to (and i usually don't) so that's a good thing.

I'm fairly sure that there will be a Signature Armor/Weapons mod soon enough for F4
Never quite liked them for making stuff a bit too overpowered, but they help i guess

I use that, But It'd still be nice to equip anything over anything, since the Silver Shroud jacket trumps everything.

use console commands
i think its "inv [formid]" then look at the long formid/#code and type in "unequipitem [formid] 1"
or just type in "equipitem [ncr helm formid] 1" to override his headgear. i think there's also a console command that forcibly opens their inventory menu to equip them stuff, though idk if that's possible (yet)

Yeah I have a lot of problems with Fallout 4, but the art is [I]far [/I]from them.
I can't wait till someone redoes the game with classic stats, no voiced protag (For the ability to add your own voice acted NPCs, as well as more dialog), and some more damn quest branching.

Last update made it so mods can't use bsa or bs2 files. Whih means my character was forced to grow up or else be a teen with a 30-40-something's voices=.
