To see an actor's inventory, it's "showinventory". equipitem and unequipitem are right, except for that 1 at the end, I don't know what the community thinks that integer argument's supposed to do but you don't need it for changing armor items. "equipitem <FormID>" is sufficient. The command you're thinking of to open an actor's inventory is "openteammatecontainer 1" (the 1 [i]is[/i] necessary according to my own testing but I have no idea what it stands for).
All of these commands are targeted. [url=http://steamcommunity.com/sharedfiles/filedetails/?id=121110915]My New Vegas console guide goes into detail on how exactly a targeted command works[/url], and since Bethesda is still recycling their engine from Fallout 3 and earlier, the only thing that's different is the console's stopped displaying the names of things that are selected (I blame Papyrus)

I assume they meant they were using a voice mod for the protagonist that made their voice higher, but now that the newest update has disabled use of the files included in that mod, their character is forced to become older since their voice is much deeper than it was when they first created them

The main hurdles I see would be the HL2-ish "leak void" effect you see in interior spaces when the camera goes outside the geometry, and the necessity for that transparent bubble effect you get when the player goes behind some geometry, which could be hard to have in a deferred renderer that doesn't handle transparency very well, but there could be some easy hackey ways to get around that. The actual gameplay components of a vats-rebalance, control configuration and hijacked player camera would probably be a bit more trivial in comparison to just the hurdles presented by the rendering engine.
I'd totally play it though, if somebody ever managed something like that.

It was probably color-corrected a bit, but it just looks like a slight sharpen, hsv noise and color adjustment, so its pretty impressive to see that the stock art assets look so close to the originals with only minimal changes to the final image

Yeah, that's the same guy that made the Combat Power Armour. They're working on quite a few new sets of items based on vanilla assets, I think.
Doesn't look half bad for being made entirely of hacking vanilla objects.
IMO it would look better without the flared shoulder pads. They clip with the torso too much and seem kinda unnecessary.
Without them it'd look like a rock-solid, utility-focused power armor.
I can't wait for someone to make the cut institute power armor.
I hope someone will just make a power loader mech from Aliens as a power armor suit. I want to punch out a deathclaw in it.

this game made me realize just how sick i am of randomized loot ala destiny
there's like a gambling appeal there but to me it just doesn't compare to finding a weapon with actual backstory and character like in 3 and NV
i'm really disappointed in the lack of power armored power fists
like attaching some balling giant hands onto your powered armor at the cost of using weapons would be amazing

Alternatives would include a defibrillator plate (energy damage and chance to paralyze), a mini-flamer (self explanatory), and a ballistic fist (again, self explanatory)
All remove the ability to use your left hand to hold a two-handed weapon while in your PA, but replace your bash attack with something better
