It's about 400 miles between DC and Boston. The Institute has no presence in the Capital Wasteland, and Zimmer's only there to fetch a synth that ran away from home and take him back to the Commonwealth. Seriously talking, is there any "minor" scientific/military faction with hints of being big enough of being present in other cities? possibly the gunners, they may have a bigger role in future (bethesda) titles.
The Minuteman may expand, like the brotherhood coming to the commonwealth.
Theres no factions mentioning being in other places, apart from the brotherhood

The NCR is the New California Republic, and as Cass eloquently described, they were already overextending themselves by expanding into the Mojave. I don't think they're going to show up outside of the West for a very long time.

There's a few other factions mentioned in Fallout 3, like Ronto (and the Pitt who could potentially become a local superpower); I wouldn't be surprised if more factions are namedropped in the Fallout 4 DLCs.
NCR itself isn't going to show up, they're overextending just getting into the Mojave. I could see some NCR scouts, maybe traders and explorers from NCR, but no substantial force.
I'm expecting future games to keep developing the Brotherhood of Steel though; I'm betting at some point we'll see a state under a BoS dictatorship, or something along those lines.
edit: The Legion seems close enough, but they might already be falling apart by Fallout 4, and I get the feeling Bethesda might not want to touch them since they were introduced in New Vegas
It's one thing to mention the NCR since they've been in Fallout in one form or another since the beginning, but using Caesar's Legion might (MIGHT) be treading too far on Obsidian's territory

Thats exactly another good question, which year will be set the next bethesda fallout? we dont know what jump in time they may take (its too early to decide that, and theres no way of knowing that)
However, as said by many, i think they may appear in form of NCR scouts/rogue ranger/traders & merchants and not in the form of a substantial force

Yeah I really wish the visor didn't have so much grime outlining it. I mean like it'd be ok if the grime was sprinkled across the visor but here it just makes it look deliberate; like it's [I]only around[/I] the glass part and nowhere else

Be careful with it, dont mess with the quality of the file, convert it to tga and then do all the changes you want , and then convert it back to dds.
My best suggestion (for convert dds to other formats and vice versa) is use Noesis or something similar

It's so dumb because Bethesda never actually makes good on having non-Americans in Fallout. I remember the first time I encountered Moriarty and Tenpenny in Fallout 3, and I actually thought it was interesting, I thought, "That's weird but it actually makes a lot of sense, since the East Coast is closer to Europe than the West Coast is to Asia, I can totally see there being a whole new post-apocalyptic Atlantic sea trade. That's some really cool world building and maybe there could be European traders in Rivet City and I can learn about the state of the world outside of America." And then I play the game and it turns out that that's just totally not a thing at all. It really does feel like Bethesda just had a bunch of English, Irish, and Russian characters in Fallout 3 and 4 not because they were thinking about putting an interesting and logical twist on the setting, but they just thought it'd be cool.
I know there's a character in New Vegas that has an Australian accent, but I'd chalk that up to poor voice direction than writer stupidity--the character is voiced by Zoe Bell and they probably forgot to tell her to do an American accent when recording, and didn't bother to do a retake when they caught the mistake. New Vegas' dialogue is notoriously rushed.
